TOR VPN beta will randomly enable apps that I had manually disabled before (perhaps apps that were recently updated?). I guess this is some kind of bug.
If you mean android apps other than Tor VPN beta, I don’t think it’s possible. Android has a very strict security model and no user app can enable/disable other apps without root or system permission.
It’s possible if your system or another app with root permission decided to re-enable the apps you disabled before, though. Or you just simply forgot that you’ve already re-enabled these apps.
I was referring to TOR VPN’s Apps [some protected] menu, not the Android settings > apps menu.
