In a company, an OpenVPN server looks like this:
Internet —> Server —> Tor
Server has a public IP (1.2.3.4) that clients connect to and another IP (1.2.3.5) for connecting to the internet. OpenVPN traffic is forwarded to Tor. Can a third party (government, website, etc.) find out the real IP address?
The OpenVPN server has to know the IP of the clients connected to it otherwise nothing works. Of course Tor traffic through to the website and back do not know the IP of the client.
Whoever owns the public IP (ISP/hosting company) could know the IP of who is connecting to that public IP if they are snooping and would know that the OpenVPN server is connecting to a Tor entrance node.
I think that should be it provided the OpenVPN server is NOT compromised
