Tor exited during startup

I have a problem when running the program tor. When I run the program I immediately get this error:

Tor exited during startup. This might be due to an error in your torrc file, a bug in Tor or another program on your system, or faulty hardware. Until you fix the underlying problem and restart Tor, Tor Browser will not start.

I have already tried to restart the program and reinstall it, but nothing helped me. I disabled the antivirus and when I installed the program and when I configured it, I even tried to configure at least some kind of bridge in Tor, but neither the built-in one nor the one I created through Telegram helped me. Tor simply did not see them. I no longer know what to do with this problem, so I ask you to help me.

You can keep your anti-viral software running, but whitelist Tor Browser-related processes

Have you installed Tor Browser on your Desktop or choose another location?

I moved all these files that are written on the site to the White list. That is, my antivirus software does not limit them in any way. And I installed Tor itself on my desktop as Tor itself recommended to me.

Is it a corporate device or your own?
