[Suggestion] In the in-browser manual, make external URLs open in new tab

Which feature this concerns
The new in-browser manual page found in about:manual and accessible from the hamburger menu → Help → Tor Browser Manual.

Current behavior
External URLs open in the same tab as the manual. Example: Navigate to about:manual#downloading and click on the text “Tor Project | Download” in the first sentence.

Suggestion
Make these external URLs automatically open in a new tab.

Browser version: Tor Browser 11.5a13
