I can’t turn on,the startup opens the previous windows and tabs,what do I need to do to turn it on?

Is your problem not being able to connect to the Tor network or is it that the Tor Browser is “remembering” your tabs?
You can configure most things in the Tor Browser settings.
Not much info to go on here. It’s like asking why doesn’t my browser connect to the internet and the first question should be “is your router on and is the computer on?” This is not a real question but an example of a tech trying to get info.
So can’t turn on what, which OS, has it ever worked. Give more details.
Despite possible, this feature should not be turned on because Tor browser is supposed to forget all previous session data when closed, and keep minimum data forensically available.

You first have to enable “Remember history“ in the History tab of the Privacy and Security settings.
This is not recommended though, as it worsens your privacy, it might potentially worsen your security and definitely your anonymity.
