Russia introducing full regulation of hoster services

Does anyone have links or more information about regulation that is set to be in effect from 1st september? The law enforces;

  • All russian companies may only sell servers that are based in Russia, banning all foreign locations
  • All companies will be explicitly approved i.e. whitelist
  • Court orders are no longer a requirement for wiretaps by intelligence agencies

It’s enforced by Roskomnadzor (RKN). I don’t have any more details than this, and have been unable to verify this information by official sources.

The reason I’m looking for the information in the first place, is the fact that most of my relays are russian routed. Perhaps other relay operators also routing through Russia or otherwise russian indvidiuals that understand the situation have the information I seek.

Probably this isn’t what you are expecting but it is worth a read. All I could find related to september 1st is in 2022 all the way through to March 2023:

I’ve found some information about 1st december 2023:

  1. Федеральный закон от 31.07.2023 № 406-ФЗ
    "О внесении изменений в Федеральный закон “Об информации, информационных технологиях и о защите информации” и Федеральный закон “О связи”
    (pages from #5)
  2. Новые законодательные изменения в сфере IT за июль 2023

This is a translation with more details provided from the same source;

A brief overview of changes in Russian legislation in relation to hosting since October 2023:

  • From October 1, the adopted amendments to the law on communications 126-FZ and information 149-FZ come into force.

  • From December 1st to December 15th, all hosting companies must submit an application for registration in a special registry of Roskomnadzor.

  • From February 1, hosting companies outside the Roskomnadzor register will be considered violators of the law.

Changes for Russian hosting clients included in the Roskomnadzor register:

  • Comply with the information security requirements of Roskomnadzor and the FSB of Russia.

  • Comply with the requirements of Roskomnadzor to speed up operational-search activities.
    (at the moment, the requirements of the RKN are not spelled out)

  • Comply with the requirements of Roskomnadzor on the organization of the work of the sovereign Internet.
    (at the moment, the requirements of the RKN are not spelled out)

  • Provide hosting services only to identified users.
    (details of the RKN are not spelled out)

Roskomnadzor has not yet issued an actual requirement to ban sales of foreign locations, install additional equipment for monitoring the traffic of hosting clients and their actions, but their appearance may be a matter of time.

Along with the potential restriction on the sale of foreign locations, there may be further definitions and authorization requirements only using Russian postal addresses, a State Service account and other methods of customer verification.
