Russia introducing full regulation of hoster services

Does anyone have links or more information about regulation that is set to be in effect from 1st september? The law enforces;

  • All russian companies may only sell servers that are based in Russia, banning all foreign locations
  • All companies will be explicitly approved i.e. whitelist
  • Court orders are no longer a requirement for wiretaps by intelligence agencies

It’s enforced by Roskomnadzor (RKN). I don’t have any more details than this, and have been unable to verify this information by official sources.

The reason I’m looking for the information in the first place, is the fact that most of my relays are russian routed. Perhaps other relay operators also routing through Russia or otherwise russian indvidiuals that understand the situation have the information I seek.

A brief overview of changes in Russian legislation in relation to hosting since October 2023:

  • From October 1, the adopted amendments to the law on communications 126-FZ and information 149-FZ come into force.

  • From December 1st to December 15th, all hosting companies must submit an application for registration in a special registry of Roskomnadzor.

  • From February 1, hosting companies outside the Roskomnadzor register will be considered violators of the law.

Changes for Russian hosting clients included in the Roskomnadzor register:

  • Comply with the information security requirements of Roskomnadzor and the FSB of Russia.
