No circuits are opened. Relaxed timeout for circuit Notice

I have a middle guard relay running on a VPS with a good advertised bandwidth and a healthy consensus weight. It is reachable over IPV4 and IPV6 and running without issue. Server health is good. Nothing of interest in the tor metrics output or syslog apart from the following Notice which continually shows:

[NOTICE] No circuits are opened. Relaxed timeout for circuit ##### (a Measuring circuit timeout 3-hop circuit in state doing handshakes with channel state open) to 60000ms. However, it appears the circuit has timed out anyway. [4 similar message(s) suppressed in last 4860 seconds]

Despite running without issue, it also doesn’t seem to be obtaining it’s guard or HS flags, despite being up for 4 weeks. I have searched this forum and wider however can’t quite get to the bottom of what might be causing this. I note that someone asked the same question around a year ago but didn’t get a response. Is anyone able to advise?

I see the same messages for my 0.4.8.4 relay.

Just as an update, this notice message doesn’t seem the be limited to this relay, I am seeing it in all my logs and speaking to another relay operator, he is seeing it in his. Although it does appear to be happening much more frequently for the relay I first mentioned. I’m guessing this is something more global on the network. I don’t recall ever seeing them before.
