We are releasing today 0.4.8.13 which is a minor release fixing a major client circuit building issue, related to Conflux, which lead to performance degradation and overall network load.

Recommend this be placed in “Tor Release Announcements” where all the other Tor stable release announcements are.

I can confirm the new release no longer creates conflux circuits every 30 seconds or so. Thanks for the work squashing that bug.
