On the following site (Tails - Using VeraCrypt encrypted volumes) there is information, that “To create new VeraCrypt volumes, do so outside of Tails.”. Is there no possibility to create container in Tails? Why is it programmed that way?

You should be able to install Veracrypt to persistent storage to get the full functionality, including creation of volumes.
