opening inspect element breaks every page thats open by resizing it to a 1:1 resolution
I assume 100% means the zoom in the settings is 100% (default). I don’t see that; tried 90%, 110%, 120% then back to the default.
Went to tails.net then set zoom to 120%. Inspected something and the zoom stayed at 120%.

Define “breaks every page”. Which version, which OS.
lets say i go to a website and open inspect element, close it, yet the page still stays in that small resolution that the inspect element forced it into.

As above, I ran those 2 tests on the Tails site and saw no difference when I opened or closed the inspection window.
Are we talking about the zoom setting or something else. I know some sites allow you to make the fonts larger with a button on the site but could not find one.
Are you changing anything using the inspection window?
Just did the test again on this page and nothing changed when I closed the inspection window. I even went to a site, changed the paragraph from 0.8 to 0.9 and it stuck when I close the inspection window.

In advanced Allow pages to choose their own fonts, instead of your selections above is on
There is another way to affect font size which is Ctrl+ and Ctrl- for larger and smaller respectively. This will show the zoom size in the address bar. 110 for Ctrl+ and 120 for Ctrl+ twice OR the zoom setting when you click the hamburger icon in the top right corner.
None of these stick when you close the Tor Browser.
