I don’t see this behavior. Here is what I did.
On the front page of the Tor forum latest I do CTRL+ and set to 110%
Now any link I click from that page to a new tab gets the 110% setting. Of course click to same tab keeps the 110%
If I open a new tab I get 100%. If I paste in a link it is still 100% but when I CTRL+ to 110% it sticks when I close the tab, re-open a new tab, and paste that same link in again.
Now I played with 110% in the settings with a new site in a new tab. Did CTRL+ and it shows 120% which tells me the 110% setting worked.
Playing with check Zoom text only in settings is hard to figure out what it does
110% in the settings survives shutting the browser and re-opening
I confirm that in latest tor-browser per site zoom levels are preserved during the session.

This issue is, after some days, the global zooming is reset to default value 100%
I want the global zooming always keep as (e.g. 110%)
When I observe this?
Possible behavior may trigger this( reset global zooming)
- after several days
- when I have not connected to Tor, trying to rebuild identity

Now I think Ctrl+shift+U (reset identity) will reset zooming as well.
It’s probably not a bug, but a feature to reset.
There was a regression in FF130 (so Tor Browser was not affected as it was based on ESR128) - see https://bugzilla.mozilla.org/show_bug.cgi?id=1914149
That was fixed in FF143 and back-ported to ESR140 - see https://bugzilla.mozilla.org/show_bug.cgi?id=1975753 just in time for TB15
However, that patch also cleared global zoom - see 1998435 - The fingerprinting protection state cleaner shouldn't clear the global zoom - this was patched in FF146 and @PieroV has cherry picked it for the next TB
