Doesn’t Facebook have to create a Onion site for users to connect via Tor? Why would Faacebook block Tor Onion users before entering credentials? I have seen this message several times.

Some clients may be using Tor to forward malicious traffic using Tor exit relays, so generate a new Tor circuit to change your exit relay’s reputation.
That doesn’t answer the question. If facebook creates an Onion site but doesn’t allow users to validate there credentials that means they are using their onion server for another purpose.

Maybe it would make sense to temporarily remove the Facebook entry from the “Featured onions” page (https://community.torproject.org/de/onion-services/#featured-onions) while the onion service is unreachable.
