There is some amount of truth in that statement. I am running a snowflake proxy for a bit more than a month and about 59% of my clients are from Russia. My stats match the global stats kept in the Tor metrics. Sources – Tor Metrics

To add to Tor Project | Risks , places where Tor is blocked are not usually the places where the law is respected much in the first place. If you seem fishy to the “law enforcement”, they’ll find a reason to arrest you anyway, and having Tor installed would just be a cherry on top.
