I just noticed this line was added to my torrc file
DisableNetwork 1
If I remove the line, it then appears again when I start Tor. Any idea why this happens. Is something wrong.

OK, so this directly answers the question.
I disagree with the last statement about making changes to torrc. I’m thinking about ExitNodes and ExcludeNodes to select or exclude countries. Why have it there if not to make changes. I make use of this from time to time to test things but, agreed, hands off on DisableNetwork.
I also disagree with this being closed. I started it so I should decide this.

@BobbyB Applications like Tor Browser need full control over their ‘owned’ tor daemon to guarantee its baseline privacy and security properties, and to ensure correct configuration.
If you want fine control over the specifics of the tor daemon’s configuration, then you should explicitly configure Tor Browser to use an external tor via the TOR_SKIP_LAUNCH environment variable (see: Environment variables and related preferences · Wiki · The Tor Project / Applications / Wiki · GitLab ). This is the supported way and there should be no risk of Tor Browser stomping over your local settings, though you of course lose the entire about:preferences#connection page since Tor Browser has no way of knowing what’s going on if it’s not pushing settings down.
