Upgrade to 0.4.8.13, large number of outbound connections

I recently upgraded to 0.4.8.13 on a new relay. But I am noticing a very large number of outbound connections. This grew over the last three hours to about a hundred outbound connections. About 90% are exit relays. 100 outbound connections would be nothing but this relay is still in the quiet first three days and there are no circuits (the conflux bug was fixed)

Is it normal to have >100 outbound connections with no circuits on an instance that is only a relay?

I never saw this behaviour on 0.4.8.12

(in the time it took to write this it increased from 98 → 130 outbound connections)

EDIT: It’s now steadyish at ~180 outbound connections, no circuits. My concern is whatever code was put in place to prevent conflux connections from getting closed early (and thus repeating) is causing outbound connections not to get closed. Also have this in the log:
