Fedora - What am I doing wrong?

I’m trying to start noda, but nothing comes out and I keep seeing the same error:
Job for tor.service failed because the control process exited with error code.
See “systemctl status tor.service” and “journalctl -xeu tor.service” for details.
If you open and look at systemctl status tor.service, you can see:

tor.service: Scheduled restart job, restart counter is at 5.
Dec 14 17:19:39 fedora systemd[1]: tor.service: Start request repeated too quickly.
Dec 14 17:19:39 fedora systemd[1]: tor.service: Failed with result 'exit-code'.
Dec 14 17:19:39 fedora systemd[1]: Failed to start tor.service - Anonymizing overlay network for TCP.

Same thing in journalctl.

My torrc settings:

Nickname Alexx 
ContactInfo myfakeemail@gmail.com 
ORPort 443          
ExitRelay 0
SocksPort 0

My Tor.repo settings are.

[tor]
name=Tor for Fedora $releasever - $basearch
baseurl=https://rpm.torproject.org/fedora/$releasever/$basearch
enabled=1
gpgcheck=1
gpgkey=https://rpm.torproject.org/fedora/public_gpg.key
cost=100

I created them manually in the directory
/etc/yum.repos.d/
What am I doing wrong?
If I don’t change the torrc file, everything runs fine

My ports are closed by my ISP.
