Does Tor provide a platform on which software developers can build new applications?

Hi everyone, I’m reading EFF’s article “EFF Joins Forces with Tor Software Project” and at the end of the article it says:

Tor also provides a platform on which software developers can build new applications with built-in anonymity, safety, and privacy features.

But I’ve never heard of this platform, does anyone know anything?
What is it and how does it work?
