I would suspect its probably a state actor like NSA. Its too expensive, adaptive and long running to just be a guy in his bedroom.

I was going to ask whether there are any suspects and who they are. Since “criminals” purportedly use Tor to access the dark web, it’s unlikely to be them or “Russian hackers.” Why would they shoot themselves in the foot? More than likely it’s nation-state tyrants, those enemies of liberty.

I am considering re-enabling my tor bridge but would first like to know more about the coalitions mentioned above - can you tell me what the difference is between the Onion Services Resource Coalition and the Onion Support Coalition (both mentioned above), and what organizations/people are involved in each coalition? is there a webpage for either?
The Onion Services Resource Coalition was also mentioned in the 2023 State of the Onion as a thing that is helping to fund more recent TOR project initiatives but little was said about it.
